La campagna Refugees Welcome Perugia è stata inaugurata con un partecipatissimo incontro ieri, 7 novembre 2015, presso la sala della Consulta dei migranti.
Una sala stracolma, ma soprattutto eterogenea e propositiva.

L’ intervento di apertura ha spiegato le motivazioni che hanno spinto molti e molte a intraprendere questo percorso con l’obiettivo di crescere e coinvolgere quante più persone e realtà per dare una risposta reale a quelle che sono le politiche repressive europee.
Con il secondo intervento si è analizzata la situazione dell’accoglienza a Perugia, le criticità e le problematicità dei sistemi di accoglienza istituzionali, provando a individuare reali necessità e bisogni. Diritto alla mobilità, all’abitare, al reddito sono state le parole d’ordine sulle quali si vuole intraprendere un percorso comune di lotta, ed è partendo dalla necessità di dare risposte a questi bisogni che si è aperto il dibattito, subito partecipatissimo e coinvolgente.

Il primo a intervenire è un ragazzo gambiano che pone subito l’accento su un altro aspetto fondamentale: la divisione che viene fatta tra migranti e rifugiati, in particolare la differenziazione che porta a riconoscere lo stato di rifugiato a migranti solo perché provengono da uno stato, l’esempio è quello della Siria, e invece negarlo ad altri, che provengono ad esempio dal Gambia e da altri stati africani. È una differenziazione ingiusta e infondata anche perché poco si conosce dei paesi di provenienza. Da qui la prima proposta che è quella di spazi di discussione in cui i migranti possano spiegare e raccontare dei loro paesi di provenienza. Inoltre sottolinea l’importanza di incontrarsi ancora ed essere ancora più numeri e propositivi.

Interviene subito un ragazzo afgano che racconta la sua drammatica esperienza e le difficoltà incontrate e di quanto spazi meticci e di democrazia reale come questa siano importanti per cambiare le cose.

A seguire interviene un’attivista del presidio No Border di Ventimiglia che oltre a raccontare quello che è stato il presidio ne evidenzia il significato politico e come sia importante che esperienze così siano replicate. Colpisce l’entusiasmo e la grande partecipazione che Perugia ha dimostrato sul tema. Conclude con una serie di proposte:
– un’assemblea permanente in cui poter continuare a discutere, scambiarsi idee e proposte,
– garantire sportelli legali, info point,
– fare una mappatura della città e segnalare tutte le iniziative sul tema, ma soprattutto i posti dove poter avere delle risposte a seconda delle necessità.

L’intervento successivo pone ancora l’accento sull’ accoglienza in particolare sul territorio umbro. Se da un lato, infatti, il sistema di accoglienza locale viene considerato un’eccellenza perché preferisce accogliere i migranti in appartamenti invece che isolarli in un unico grande complesso abitativo come avviene in altre regioni, dall’altro questa scelta non fa altro che rendere i migranti invisibili. Inoltre a fronte delle persone che ottenuti i documenti decidono di restare, il territorio non è pronto all’accoglienza. È su questo che tocca intervenire, anche attraverso partecipazione a bandi, proponendo progetti e promuovendo nuove forme di coabitazione.

Direttamente connessa a questa, la proposta del recupero di terre e case. Viene riportato l’esempio della Calabria come modello di accoglienza realmente virtuoso, in cui si è creata una reale integrazione attraverso l’affidamento delle terre ai migranti. Inoltre vengono citate le numerose occupazione abitative e le lotte che sono state condotte soprattutto negli ultimi anni sul tema.

Quello che emerge dai successivi interventi è la necessità di creare dei momenti di incontro, socialità, che aiutino a rompere il clima di indifferenza se non di paura reciproca tra migranti e cittadini, attraverso, per esempio, a una festa di strada. Inoltre pensare a delle forme di finanziamento per garantire attività e azioni che si deciderà di intraprendere.

Dopo la partecipatissima giornata con grande entusiasmo ci salutiamo dandoci appuntamento a sabato 14 novembre 2015, alle 17.00 alla Consulta dei Migranti, per continuare a discutere e provare a concretizzare le varie proposte messe in campo.

ENGLISH VERSION

On the 7th of November 2015 at the “Consulta dei Migranti” in Perugia took place the first meeting of the campaign “Refugees Welcome”.
The meeting was very participated by heterogeneous and enthusiastic people.

The opening speech was about the reasons that led the participants to take part to this campaign with the goal to reach as many people as possible and give a concrete answer to the repressive EU politics.

The second speech analysed the migrant institutional reception system in Perugia, underlining its problems and limits. The common needs of the participants were also pointed out: the right to mobility, to housing and to income. Starting from these considerations the speaker expressed the importance to undertake a common path of struggle.

After the 2 opening speeches the first one speaking was a Gambian guy who highlighted another important point: the marked difference made between migrants and refugees, in particular the difference in recognizing the state of refugees and migrants by provenience. The example given was about Syria in comparison to Gambia and other African countries.
It is an unjust and unfounded differentiation considering that there is a very limited general knowledge about the political situation in those countries. From this statement came out the first proposal of the meeting: the organization of debates in which migrants can share their experiences and knowledge about their own countries.

Another guy, from Afghanistan, shared his hard migration story and the huge difficulties he got during his trip. He also underlined the importance of events like this because it is an example of space of real democracy.

Afterwards an activist of the group “No Border” from Ventimiglia explained her experience at the border and its weight. She also stated that this kind of experience should be repeated. She was very surprised by the enthusiastic and large participation to the campaign in Perugia. She concluded with some suggestions:
-A permanent assembly where to keep sharing ideas and proposals.
-The creation of legal info points
-The mapping of the town pointing out places that can give an answer to common needs

Next speech was about the migrant reception system in Italy and in particular in Umbria. This local system is generally well considered because it provides apartments to small groups of migrants instead of isolating them in a big single building as it happens in other regions of Italy. By the way the result of this choice is the invisibility of the migrants.
Moreover the local institutions are not able to offer a proper solution to whom has already received the documents and decides to stay. For this reason we should work on that, participating to announcements, proposing projects and promoting new ways of cohabitation.

Strictly connected to this subject, another participant suggested the retrieval of houses and abandoned lands. The example given was about Calabria’s model, considered virtuous because of the real integration through the assignment of lands to the migrants.
In his speech was also mentioned the occupation of houses as form reappropriation and the struggles of the last years on this subject.

In the last speeches came out the need of organizing social events as for example a street party. It was also suggested to think about some ways of self-financing to guarantee activities and actions we will embark on.

At the end of the meeting we decided to meet again on Saturday 14th of November 2015 at the same time and in a place to be confirmed in order to continue the discussion and to try to realize the different emerged proposals.
